Access Point | The area through which Workers and Construction/Maintenance Equipment access the Railway Corridor. |
Adjacent Track | Any railway track that is next to the Worksite and could be impacted by the Construction. |
Adjacent Track Open (ATO) | A working methodology where measures and controls are put in place to ensure that Construction activities on a Worksite do not Foul an Adjacent Track that is open to rail traffic or being used by engineering trains or rail mounted equipment. |
ATO Calculator | The Metrolinx control system calculator used as a tool to assist the assessment and planning of ATO working. |
ATO Planner | A person that is suitably qualified and experienced to produce an ATO Work Plan and fulfil the duties defined in Section 2.2.3. |
ATO Responsible Manager | A person appointed by the Constructor who is suitably qualified and experienced to critically review, challenge, and approve/reject the ATO Work Plan and any proposed changes thereto and fulfil the duties defined in Section 2.2.2. |
ATO Site Coordinator | A person appointed by the project during the planning process who is suitably qualified and experienced to supervise ATO Working in line with the approved ATO Work Plan and fulfil the duties defined in Section 2.2.4. |
ATO Work Plan | The working document that is prepared by the ATO Planner and approved the ATO Responsible Manager that defines the measures and controls that will be implemented to allow ATO Working as further outlined in Section 1. |
ATO Working | Undertaking Construction activities on a Worksite in an ATO environment in line with the approved ATO Work Plan and under the supervision of the ATO Site Coordinator. |

Audit | Systematic, independent, and documented process for obtaining audit evidence and evaluating it objectively to determine the extent to which the audit criteria are fulfilled. An audit can be an internal audit (first party) or an external audit (second party or third party), and it can be a combined audit (combining two or more disciplines). |
Block | A length of track of defined limits, the use of which by a movement is governed by block signals. |
Capital Projects Group (CPG) | The business group tasked with providing infrastructure to Metrolinx and includes the term Capital Infrastructure. |
Competent or Competency | Referring to an individual means someone who has sufficient, training, experience, ability, and knowledge to undertake a role or task. |
Competent person | A person who, is qualified because of knowledge, training and experience to organize the work and its performance, is familiar with this Act [Occupational Health and Safety Act] and the regulations that apply to the work, and has knowledge of any potential or actual danger to health or safety in the workplace. |
Construction | Includes erection, alteration, repair, dismantling, demolition, structural maintenance, painting, land clearing, earth moving, grading, excavating, trenching, digging, boring, drilling, blasting, or concreting, the installation of any machinery or plant, and any work or undertaking in connection with a project but does not include any work or undertaking underground in a mine. The terms “Construction” and “Project” need to be read together. Where an activity within the definition of “Construction” is being performed on an object within “Project” the matter is a construction project. |
Construction Contract | A contract executed between Metrolinx and a Constructor to provide Construction. |
Construction Equipment | Used for construction activities and/or to transport labour, equipment, or materials to, on or around a Worksite including any attachment or any load being carried. |
Construction Phase Plan (CPP) | The Construction Phase Plan (CPP) describes how the health and safety risks associated with the project will be identified and managed by the Constructor throughout the life of the project. |
Constructor | A person who undertakes a project for an owner and includes an owner who undertakes all or part of a project by himself or by more than one employer. |
Constructor | The organization appointed by Metrolinx under a Construction Contract to undertake Construction who is solely responsible for performing the Construction work it is contracted to perform and is identified as the “Constructor” in the contract. |
Duplex Communication | A duplex communication system is a point-to-point system composed of two or more connected parties or devices that can communicate with one another in both directions. |
Employee | A person qualified to regulatory and company standards employed by the company. Applies to contract employees and employees of other companies and railways operating and/or performing other rules related duties on the host railway trackage. |
Employer | A person who employs one or more workers or contracts for the services of one or more workers and includes a contractor or subcontractor who performs work or supplies services and a contractor or subcontractor who undertakes with an owner, constructor, contractor, or subcontractor to perform work or supply services. |
Fence | A means of creating a demarcation of limits around a Work Site to delineate between the Work Zone and a Live Track. It can also identify the boundaries of a property. |
Foreman | CROR Qualified person responsible for the protection of track, trackwork and track units on a section of track they have authority for/In charge of the safe passage of movements through their protection limits |
Foreman Crossing | At grade crossing (timber planks, rubber crossing or approved Metrolinx material) |
Foreseeably Foul | The test of foreseeability for Fouling a live track is that the Construction Equipment and any associated load at its maximum reach cannot reach the Fouling Point of the live track even in the event of human error but not considering deliberate acts. |
Foul | Any incursion by Construction Equipment of the Fouling Point of the combined maximal kinematic envelope of a train or other track mounted vehicle that may operate on a live track. The test of foreseeability for Fouling a live track is that the Construction Equipment and any associated load at its maximum reach cannot reach the Fouling Point of the live track even in the event of human error but not considering deliberate acts. |
Fouling Point | The closest edge of the combined maximum kinematic envelope of all conventional gauged vehicles that may operate on the Live Track as calculated:using a gauging system tool; or estimated using the guidelines set out in this document. The Fouling Point may also be referred to as the Foul Point. |
General Engineering Instruction (GEI) | Instructions which provide information and guidance for all employees and contractors engaged in the inspection, maintenance, and construction of track, roadway, signals, bridges, buildings, and other structures and must be adhered to. They apply to the operation on Metrolinx Railway Corridors operated by Metrolinx. |
GO Transit | A division of Metrolinx and usage of the name GO or GO Transit on any document or sign is deemed to be a reference to Metrolinx and a document or sign is not invalid or ineffective by reason only that it uses such name. Colloquially referred to as GO. |
Height Limiter | A purpose designed and certified device that can be set to limit the vertical arc of the boom, jib, or dipper of a piece of equipment to a specific height. |
Hi-Rail Equipment | Means on-track Hi-Rail machines, on-track Hi-Rail and equipment, portable and transportable Hi-Rail and equipment or other mobile machines including road vehicles operated on or near the railway and used for infrastructure related activities as described in the scope of this document. |
Live Track | Any track or portion of track that is not protected by a form of positive protection that will prevent a movement from entering the track or portion of track. The protection in place must be either a TOP, a Rule 842 with prescriptive routing arrangements, or 841. |
Major Track Closure | the closure of all tracks and the cancellation of all Train Journeys, including, for clarity, GO Revenue Journeys, GO Non-Revenue Journeys, and Third-Party Operator Train Journeys on weekends |
Metrolinx (MX) | An agency of the Government of Ontario and includes GO Transit, Presto and UP Express. |
Minor Track Closure | The closure of one or more tracks that results in a reduction of GO Revenue Journeys and that does not impact Third Party Operator Train Journeys or the closure of one or more tracks that results in the cancellation of all GO Revenue Journeys and all Third-Party Operator Train Journeys |
Movement Limiter | A purpose designed and certified device that can be fitted to a piece of equipment to limit its movement to specific parameters. |
Movement Limiting Device (MLD) | Movement limiting devices are certified devices that are built into or fitted to a piece of machinery/equipment to restrict the movement of the machinery/equipment and/or its attachments and protect against any Low performance MLDs that do not meet the requirements of high performance MLDs. exceedance of specified physical lateral and vertical limits of work. There are two levels of MLD: High performance MLDs are designed and setup to ensure that there is no credible single point failure that would cause the system to fail to an unsafe condition; and MLDs include movement limiters, reach limiters and height limiters. |
Nominated Role | A specific role under the Adjacent Track Open (ATO) Code of Practice Code of Practice under section 2.2. |
Organization | Any organization undertaking work under contract to, or managed by, a Metrolinx function, including maintenance, renewal, and enhancements activities. |
Person in Charge (PIC) | A person involved in the planning and who is on-site where the work is being undertaken and has the overall accountability of supervising and overseeing construction works and workers. They must hold a valid supervisory competence and ensure planned controls are put in place to keep persons safe from Movements of Construction Equipment, trains, activities, and site risks. |
Planned Limit of Work | The closest distance from a Live Track to the machine or its load during the planned operation. |
Position of Safety | Any place not foul of any live track(s) where it is safe to stand when a movement is passing. When possible, workers and employees should be a minimum of 15 feet from live track. |
Positive Protection | The track(s) is protected in accordance with CROR Protection of Track Work (Rules 41, 42, 841, 842) or Track Occupancy Permit (Rules 849 to 864 inclusive). |
Pre-Health and Safety Information Pack | Pre-Health and Safety Information Pack is provided to a constructor as a foundation for consideration while developing the Construction Phase Plan (CPP). |
Project | A construction project, whether public or private, including, the construction of a building, bridge, structure, industrial establishment, mining plant, shaft, tunnel, caisson, trench, excavation, highway, railway, street, runway, parking lot, cofferdam, conduit, sewer, watermain, service connection, telegraph, telephone or electrical cable, pipe line, duct or well, or any combination thereof, the moving of a building or structure, and any work or undertaking, or any lands or appurtenances used in connection with construction; the terms “Construction” and “Project” need to be read together. Project Delivery Team (PDT) | A group within Metrolinx that is comprised of Senior Managers, Managers, Project Managers and Project Coordinators to support Constructors. |
Project Manager | Project Manager includes, but is not limited to, Metrolinx Project Managers and Project Coordinators or contracted individuals who have primary responsibility for the work and services in relation to a specific project or contract. |
Project Site | The geographic boundaries of a specific Project’s limits. |
Project Zone | A specific area (zone-delimited) within the Project Site, having boundaries defined by PDT, which is the primary area of operations for that Constructor |
Property | Also referred to as “Metrolinx Property” means real estate, owned, or leased, including but not limited to the USRC, Rail Corridors, train and bus facilities, train and bus stations and parking lots. |
Protecting Foreman | A suitably qualified and experienced person in accordance with the Canadian Rail Operating Rules who is responsible for qualified Employee in charge of the protection of track work and track units. |
Rail Compliance Officer | A nominated Officer within Metrolinx who will lead all rail compliance requirements. |
Rail Corridor (On or near the line) | Refers to the Metrolinx owned and and/or operated railway infrastructure including rail corridors, rail maintenance/layover yards and all property within boundary fences, or if no boundary fence exists any area within 15m of the nearest rail. |
Rail Equipment | A machine that is constructed for movement on lines of railway, whether the machine is capable of independent motion or a vehicle that is constructed for movement both on and off lines of railway while the adaptations of that vehicle for movement on lines of railway are in use. |
Rail Traffic Controller | Responsible for specific territories. Responsible for the safe passage of a train or track unit over their territory |

Red Zone | An area where Movements and Track Units are still in operational use, these areas should be treated as Live Track. |
Reliable | The probability that a system can perform a required function under stated conditions for a stated period of time or for a stated demand, i.e., a measure of the ability of an item to operate on demand & to continue to operate for a set period of time or through a set sequence of actions. |
Responsible Manager | The person accountable for the appointment of a competent and capable person in charge. The person responsible for the management of staff who will work on or near the rail corridor. |
Right of Way | Refers to the Metrolinx owned and operated on subdivisions of railway infrastructure, rail/maintenance/layover yards, and all property between property fences, or if no fences, everywhere within 30 feet from the outermost rails. |
Risk | Effect of uncertainty. An effect is a deviation from the expected — positive or negative. Uncertainty is the state, even partial, of deficiency of information related to, understanding or knowledge of, an event, its consequence, or likelihood. |
Risk Assessment | The identification, analysis and evaluation of risks associated with a given condition. |
Risk Mitigation | The action taken to lessen a risk by reducing the severity, likelihood and/or exposure to hazard. |
Safe Work Pack (SWP) | A Safe Work Pack is a document that is created are to ensure a safe system of work is in place before work starts |
Safety Barrier | A Permanent or Temporary Barrier made of rigid or tensioned material or plastic netting. |
Safety Management System | A formal framework for integrating safety into day-to-day operations following a continuous improvement cycle; inclusive of defined roles and responsibilities, established safety goals and setting of performance targets, documented processes and procedures, completing risk assessments and analyzing safety concerns, implementing corrective action to mitigate detected risks, and evaluating the overall effectiveness of the system. |
Safety Watch | A form of protection where an employee is in charge of a group of employees/workers, where no form of positive protection is in place and required sightline distances and procedures must be followed. |
Separated Safety Zone | is created by a separation distance of over 30 (thirty) feet (9.2 meters) between the Worksite limit and the Adjacent Track. |
Separation Distance | Distance between the planned limit of work and the fouling point of the live track. |

Suitably Qualified Person | Referring to an individual means that the person has the required skills, knowledge, experience, training, accreditation, and certification to undertake a task or role to which they are assigned. |
Superelevation (Cant) | The difference in height between the outer and the inner rail on a curve. |
Task Brief Sheet | The Task Briefing Sheet outlines the work to be undertaken and the associated risks. |
Track Closure | Where a track is not open to any train movement and the track is blocked in accordance with CROR Protection of Track Work (Rules 41, 42, 841, 842) or Track Occupancy Permit (Rules 849 to 864 inclusive) and the control of a Protecting Foreman. |
Track Unit (TU) | A vehicle or machine capable of on-track operation utilized for track inspection, track work and other railway activities when on a track. |
Train | An engine with or without cars intended to operate on the main track at speeds more than 15 MPH or a track unit when so designated. |
Train Safe Zone | means, the creation of a safe Worksite limit where there is a means of Positive Protection and delineation. |
Union Station Rail Corridor (USRC) | The rail corridor located approximately between Strachan Avenue and the Don River. |
Work Block | A continuous block of time when rail corridor access is required at a site, lasting no more than 24 hours (excluding Major Track Closures). A work block should have one continuous form of protection. |
